Context
Empasoft has been a Microsoft partner since 2006 and serves 300+ corporate clients with Microsoft 365 and Azure licensing, managed services, process automation and training (Empasoft Academy). I joined in March 2021 as an engineer and trainer, became IT engineer, and was CTO / Technology Director from December 2023 to September 2025. Since then I teach for Empasoft as a contract Microsoft trainer.
Discovery: from a vague request to a fixed scope
I ran 20+ discovery sessions with Mongolian companies in mining, finance, hospitality, construction and telecom, and turned them into fixed-scope proposals: 4 phases, a set build time and a warranty.
Two examples of scoping in practice:
- Shangri-La Ulaanbaatar (290-room five-star hotel). I ran discovery with the hotel’s operations team and automated guest-feedback collection, archiving and reporting with QR forms and Power Platform. Before signing, I re-scoped a dynamic-QR build into a simpler flow.
- Petro Matad. I mapped requirements with HR (30 staff, 5 departments) and built a timesheet and leave app with monthly approval and leave by day or by hour, delivered in 15 days.
What broke: the lobby tablets that logged out
At Shangri-La I also built a meeting-room booking system on Power Apps, Power Automate and Exchange resource mailboxes, running on lobby tablets. Power Apps forced a re-login every 24 hours, so the tablets could not stay up on their own. I found that session limit and added an auto-relaunch every 7 hours, so the lobby tablets run 24/7.
Talking to executives
For Shangri-La I wrote asset-management (AMS) requirements covering Group, 5 Regions and Property levels, and presented the options to hotel management.
As CTO I wrote the 2023 Q2 technical plan and got CEO approval for it: an admin-outsourcing service, mapping ISO 27001 to Microsoft 365 security, and automating the ISO checklist with a risk matrix.
Owning the team and the method
- Led the technical team through Planner: 178 task assignments in 2024–25.
- Set a target of 2 custom automations a month, and kept stable automations as products.
- Wrote SOPs (onboarding SOP, checklists, user guides) and a standard automation-delivery method: AS-IS/TO-BE mapping → BRD → POC → UAT → change management → ROI.
- Hired and onboarded staff, including an IT project manager, a part-time engineer and an intern.
Training at national scale
- Trained 9,304 staff of Mongolia’s state schools, kindergartens and education departments in Office 365 administration and use: 102 hours, delivered with the Ministry of Education.
- Taught Power Platform development: 9 courses, 152+ hours (2022–2025), for 200+ people, with clients including Oyu Tolgoi, Mobicom, UBTZ, Shunkhlai and the Ministry of Finance. Wrote the Level-2 syllabus.
- Taught AZ-104 Azure Administrator to 100+ engineers from Golomt Bank, Mobicom and APU, and Microsoft Intune to 150+ people.
- Organised and spoke at the Inspire 2022 and 2023 events in Mongolia, and produced an 80-video Microsoft Teams course in Mongolian.
Result
- Client systems shipped across hospitality, mining, finance and telecom, part of the 20+ client systems I have delivered in Mongolia.
- 9,304 public-school staff trained with the Ministry of Education, plus 200+ people in Power Platform, 150+ in Intune and 100+ in AZ-104.
- A written delivery method and SOPs for the team.
My role
Engineer and trainer, then IT engineer, then CTO. As CTO I owned the technical plan, the team’s work, the delivery method and hiring, and I kept delivering client projects and training myself.
